Nineteen of Daniil Medvedev's 21 titles have been won on hardcourt
A revitalized Medvedev claimed his initial championship for nearly 30 months with a win over Frenchman Moutet in the tournament championship match.
Medvedev, a ex- number one, has had a challenging season, achieving just one win at the Grand Slams and undergoing a difficult moment at the US Open.
His inconsistency on the ATP Tour - and struggles with his serving in especial - caused him dropping out of the elite rankings and ultimately parting ways with former coach his previous coach.
Currently collaborating with his coach and Goetzke, Medvedev has consistently advanced in the recent weeks - climaxing in a closely contested competitive victory over challenger Corentin Moutet.
This marks Medvedev's initial championship since the Italian tournament and initial on a hard surface from spring of that year.
The win also signifies the Russian has secured 21 titles at 21 different tournaments.
"It's the first time I have attended a tournament with my two daughters simultaneously, so to secure a championship is particularly special," said tennis professional Medvedev.
"This victory is in dedication of my child my daughter, because the maiden victory I won when my older daughter my daughter was born was for her."
The tennis star, the past champion, had been defeated in his past six title deciders, including in Halle in the past months.
The player's defensive strategy and frequent reactions on the tennis court had caused observers to wonder if his capacity to compete at the top level was concluded.
But the athlete has altered his approach in the last few weeks, striving to come to the net and compete aggressively, backed up by an better service.
He fought back from a disadvantage in the opening set against the tricky Moutet, winning 4 of the concluding five games to go ahead.
Both players traded service breaks in the middle set before the Frenchman, bidding for his initial professional championship, gained dominance to force a third set.
Moutet rescued four initial break points in a competitive final set before the champion secured a break to fifteen to close out the victory.
Fittingly, Medvedev earned the title with a shot at the net area, with the Frenchman incapable to control a shot after a lengthy match.
